Response email received on 29th April from Quadrant & Lasalle to HRA & HVS

Dear Bill and Roy,

Thank you for your email.

We have always remained committed to investing in the shopping centre. As stated during the planning process (and repeatedly prior), we need to deliver new homes to help facilitate this investment and ensure the centre will meet new environmental standards coming into force in 2028. Without this investment we will not be able to legally let the units after 2028.

All leases are currently due for renewal, we have therefore written to tenants to offer them new short-term leases. Unfortunately, due to uncertainty over the required investment following the refusal of the planning application, some of the tenants are choosing not to renew their leases in the centre. We are also disappointed by this. It is not in our financial interest to let the centre deteriorate and lose tenants. We are continuing discussions with all interested tenants regarding new leases while we consider our options going forward. This takes time.

It is unfortunate that you have chosen in the past to promote quite so much misinformation about our project on social media, which does not encourage us to engage with you. However, if either of you or Councillor Hughes would like to discuss this matter in person, our door remains open.

Best,

M

Dear Mark,

Thank you for your email dated 29 April 2025.

You do not address your lack of communication following specific requests for dialogue from Councillor Hughes.

We do not agree with your assertion that the site needs to be redeveloped in order to meet the requirements to bring the shops up to new environmental standards. It is understood this may be convenient for you but clearly one is not dependent on the other.

Your comments regarding the leases are noted. We are in dialogue with all businesses in Hersham and we can see what is happening on the ground, which is of great concern. We see shops vacating. We see a visible deterioration in the fabric. We also take issue with your view that the fault lies with the planning refusal, rather the issues are arising because your application was inappropriate.

Your reference to social media misinformation is unjustified, indeed grossly misplaced. Your view is certainly at odds with our meticulous and verifiable campaign resulting in a detailed 100 page report and nearly 3,000 objections, followed by a planning officer recommendation to refuse and a unanimous rejection by the full planning committee. You have not appealed that decision.

In these circumstances the onus is on you to make contact. If there are some matters that are confidential, we have already stated that this is understood, but unless you communicate directly with Hersham it is not possible for us to be positive about your future intentions.

Yours sincerely,

Bill Cowap, Chairman Hersham Residents Association

Roy Green, Chairman Hersham Village Society
